From 25K to 100K they have to invite at least 3 bidders, and over 100K they need to go public.

I guess nobody really follows the rules.

yeah I also heard about that, but I thought they were closing upper sections only during covid, because they weren't allowed to have a full attendance... then again the covid laws have been virtually non-existent in Florida so maybe I'm thinking of another city.
