I believe it does help as the season moves along. It allows the cap to be accrued over the course of the season.
In order to understand how this works, you have to be extremely smart, like Nighthawk and myself.

If you set your roster with a payroll of 82.0 and Ferland is $3.5, then you can only exceed the maximum by $3.0. So getting bang on is important from that respect. Several other teams were very close as well, Tor, TB were both within $10.00 I think.

BUT, none of these teams can “accrue” cap space. The only way to do that is to be under the $82.5 limit regularly throughout the season.

I guess they finished draining the funds that were left.

They appoint a temporary committee who will be responsible for selecting a new board of directors, and that board will elect a president etc. hopefully they look to people from outside the hockey industry to form the board. People with actual governance/policy experience.
