It would take a situation like Atlanta/Winnipeg where a team needs to be moved fast and they need a "ready-to-go" market...which I doubt happens anytime soon.

Went to Cancun a couple of years ago and they had a rink "outside" where Mexicans were lining up to go skating. Found it pretty funny.
