I think economically, somehow Arizona comes out more profitable/valuable for the league likely due to the NHL tv reach / contract.

I am not sure Quebec team makes significantly more money, given the discounted Canadian dollar and the market size.

I believe that if Quebec could bring in a significant (rather than perhaps a marginal) overall revenue increase, there would be more of a push to move the team. That being said, I am sure there are a few bigger US markets that would be considered first over Quebec, regardless.
