I don’t think he can sign before July 1st. If I had to guess, I’d say they negotiate and sign sometime in the summer. Matthews tells management he wants to stay before July 1 but there’s not enough time (or reason on Matthews’ part) to get a deal done before his NMC kicks in and they do a deal in July or August.
