The issue is that the noise from the planes is over the allowed limit for the residential area that the Coyotes are planning as part of the development. Phoenix had agreed to try alternative flight plans to avoid the area but are now saying that Tempe isn’t being accommodating. Phoenix is worried that the airport will be sued by the residents. There’s some speculation that they might want to expand the airport.
