Ron Hextall purposefully made stupid trades to hamper the Pens chance of success because he knew he was on his way out anyways...

Yes RW, he decided to potentially ruin his chances of future employment by intentionally making bad decisions, because back in the day as a player he hated the Pens...

Man, grow up. Try to not be a child. A much simpler explanation exists. Ron Hextall just isn't a very good GM. It's that simple.
