Yes and no. Making a city aesthetically pleasing is crucial to making it an attractive place to live and do business, but it becomes meaningless if there's no substance behind it. At some point there needs to be one or more big businesses that put a sizable dent in the job market, and Buffalo still doesn't have that. You can't sustain an economy on bars and restaurants. The city is putting almost all its chips in the startup basket, which isn't entirely a bad thing, but one of them has to explode in order for this to really work. The problem is that these startups are either failing, as many of them do, or are getting bought out by bigger companies outside of the city, that don't have the same commitment to growing it. - buffalofan19

what you're talking about is happening on a whole sale level and part of that is making Buffalo a desirable place to be. M & T for example is investing a lot of money downtown. Of course I agree more corporations need to move in, but Buffalo is already trending in the right direction and you can visibly see it.

M&T is weird. They're investing in the tech hub here, which is great, but they're still moving certain operations to other cities like Baltimore. And the "problem" with reviving the Waterfront is that it's not doing anything revolutionary. They're simply finally doing what cities like Pittsburgh, for example, figured out forty years ago. Yes, the waterfront looks nice, but there's nothing about it that stands out compared to others, at least not yet.

And that's where Buffalo's problem is always going to lie. While the costs might be as high as everywhere else, it needs to offer something that other cities don't, which is sorely lacking. The waterfront development, while sorely needed, makes it on par with others at best. There's nothing there right now that makes it stand out from other cities. The entire state of New Jersey has the same issue, but it also has a proximity to New York City, which still offers far more potential than Buffalo does, even considering the mess Covid caused.

The number of people that want to blame the Shot That Must Not Be Named for these things and the number of people that want to dismiss it outright are probably close to the same. The reality is the answer is somewhere in the middle, or at least that it might not play nicely with some other substances these athletes put in their bodies.

New York topped the list of heaviest tax burden on individual.
Also 2nd worst state for any startup.

Allentown is a bunch of lame, tatted up drunks and Elmwood is a bunch of snobs. The West side is still a dump, the East side, too, and downtown is just as much of a ghost town as ever.
Buffalo is a large carcass of a city with too much empty space and not enough of anything to fill the gaps and bring it together and it is still extremely segregated.
