Have rules changed for offseason cap limits? Last I knew it was 10% a team could go over the cap in the offseason. $84M cap = $8.4M allowed to go over.
Toronto went $12M+ over. How was that allowed? Now they get to put a healthy goalie on LTIR? LTIR cap relief doesn't kick in until the start of the regular season...unless rules changed somewhere?

LTIR still operates during the offseason when the 10% overage cushion is in effect. Even without Murray on LTIR they were only ~$6.7M over the cap, which is inside that 10% cushion, because Muzzin has been on there for awhile
Can LTIR be used in the off-season?
Yes, LTIR can be used in the off-season while the 10% off-season cushion is active. LTIR in the off-season is calculated using the basic equation outlined above, which permits a team to exceed the off-season salary cap. To use off-season LTIR the team must provide doctors proof that the player in question will continue to be injured at the beginning of the regular season for 10 NHL games and 24 calendar days.
At the start of the season the teams LTIR relief & ACSL is recalculated when the 10% cushion is removed.
