LTIR still operates during the offseason when the 10% overage cushion is in effect. Even without Murray on LTIR they were only ~$6.7M over the cap, which is inside that 10% cushion, because Muzzin has been on there for awhile

Can LTIR be used in the off-season?
Yes, LTIR can be used in the off-season while the 10% off-season cushion is active. LTIR in the off-season is calculated using the basic equation outlined above, which permits a team to exceed the off-season salary cap. To use off-season LTIR the team must provide doctors proof that the player in question will continue to be injured at the beginning of the regular season for 10 NHL games and 24 calendar days.

At the start of the season the teams LTIR relief & ACSL is recalculated when the 10% cushion is removed.

I saw Oppenheimer yesterday. Sean Avery in a couple of scenes as a "weatherman." They did their best to keep him covered with a rain poncho.

Similarly, I thought when he asked the weatherman, "What did the 5 fingers say to the face?" was a bit out of the theme of the movie.

At first, it seemed like they were rushing through the dialogue to fit the story into their 3-hour timeframe but the pacing was good throughout and, although it seemed like it had a manufactured Hollywood ending, that part is true -- so it had that going for it.

I think he insisted on a NTC so he can control where he goes at the next deadline, which obviously is back to the Rangers for a 6th rounder

Yea I thought that as well, kind of weird to do a full NTC on a one year deal. But I think he is pissed the multi year offers didn’t Happen like he planned. Wants full control for this transition year is his career

I mean I guess if the season goes poorly in Ottawa then he has control if/where he goes somewhere else in a trade. But if they're on the edge of playoff contention like last year again he probably stays so he doesn't have to keep moving around every six months for 2 years straight. Presuming that he'll very possibly be going to another new team in FA next summer
