I think it's an insane contract given the sample size. But it's Ottawa and maybe that factors into it too, have to overpay to retain talent.

Even if he turns out to be a really good defenseman it's still not likely to be a steal. Only way $8M+ is a steal is if he's a real high-end, elite guy.

Obviously the cap will rise and the impact of $8M on the cap will lessen, but I still don't see too many scenarios in which that deal is ever referred to as a "steal"

Hughes is similar for sure, but even he had a relatively solid season under his belt before his deal. Plus three total seasons. And he was at least projected to be an elite player.

Sanderson played one year and while he is/was expected to be good, I don't know if the upside is enough to justify a gamble like that.
