Yes, it is. There's not a single player they forcibly shoved down to the minors. I haven't seen one single guy in Kevo's tenure that has been destroying Rochester, destroying training camp, and them saying, nope, not good enough. Peterka, Cozens, Power(his choice), slid once. Samuelsson didn't slide at all.

There's asset management of using waiver exemption on prospects who are not ready for full time NHL minutes, and then there's thinking the Sabres won't fully elevate these supposed deserving players just so and solely so they can skim an extra year on their contracts
