I noticed that too - this is where the chart is a bit flawed. Game play style is altering the metrics here. Panarin isn't "bursting" often as he changes speed as he dangles. I'm sure he can be faster than the chart suggests.

The chart is simply a measure of what players have speed bursts above 20mph for every 60 minutes played. It doesn't mean any player is "better" or "worse" at anything else
