L3 from among Mitts Cozens Peterka Kulich Rosen Savoie could be formidable
L4 with Greenway Rousek is a start.

That is 14 F players for 12 spots...leaving 3 - 4 players to be used to acquire decent tweeks in the F group.

On D
A top 4 from among Dahlin Power Johnson and one of Joker or Samuelsson seems reasonable. If not, take one of Sammy & Joker and add to it to make it so.
The 3rd Pair can be had in FA and may include Cliffy.

G is tougher for sure as 3/4 of the league is looking for that clear cut #1...yet then again the last two (2) SC winners found enough from 1B's or so. I think the point there is to invest properly in the D to lower the dependency in a top 6-7 G.

So, TBH, it feels like:
1 maybe 2 F's
1 top 4 Dman
1 3rd Pair Dman
1 G

That isn't insurmountable by any means.

The real issue IMO is finding the right coach.

Top to bottom this team needs upgrades. The Sabres have had more talented rosters during this 12+ years of failure, this group has a cluster of skill that doesn't mesh and a prospect pool of talent that the NHL roster already has. They have no identity and have 0 toughness. They don't play the hard game, the short spurts of offense the NHL group scores hasn't worked.
