London police shelved it for a period until new evidence became available at which time they reopened it. They brought a 90 page application for a search warrant that included the statement that they had reasonable grounds to believe 5 people were involved in a sexual assault. The judge approved the application, they secured the search warrant and got additional evidence. They are now laying charges.

From a legal standpoint, when charges are brought by a governmental body, that indicates that the attorneys believe that they can prove a criminal action occurred "beyond a reasonable doubt".

While, it is far from a conviction and even a conviction is not foolproof, charging someone with a crime is an indicator that people with a lot more knowledge than the general public believe a crime has occurred.

In this case, charges have not been filed. Still, the court of public opinion should be hesitant to proclaim the anonymous Canadian players' innocence.
