I agree, but it's more than that. The city has a certain preconceived idea among players and always has.
But I agree, they need to do a better job of placing the focus on winning, and make it more attractive. They're still facing a uphill battle, imo, in that regard.
You become the GM of the Rangers, Leafs, Panthers, heck, even Kings, Canucks, and you don't have that "city" battle on your hands.

As 36 mentioned, the Bills don't have that issue.
Kevyn created his own mess that is now becoming his downfall. They had taken a nice step forward with the '22-'23 season.. but took a dump on themselves this past season. He slow played the build, missed signals that it was time to adjust their strategy/timeline, then went total Bottom Feeder in the last offseason.
He now is screwed needing to make splash trades and signings to get negative view washed away.

Nothing about him or his bloated salary is necessary to keep here. If you're going to have someone that provides so little then that guy should as least be sticking up for teammates on the ice

It depends on how he performed at the Combine. If he was able to demonstrate the injury has or will soon be healed-up good, then no I don't him falling much... Not out of 10 anyway.

I see this side of the argument.
We need to win, if zem is holding us back, he should be fired.
My point though, he’s just a 4th line role player that does his job.
