9. Ty Tullio, RW, 21 (Bakersfield Condors)
One of 15 players (along with Petrov) to score 40-plus goals in the OHL two years ago, Tullio has been fine but unspectacular at the AHL level. There’s probably something to dig in on in how many players on this list have looked better at lower levels than they have in the AHL relative to players of similar pedigree with other organizations (either in themes of their scouting or in the way the Condors are coached, or both).

Tullio has worked hard to get stronger on his feet and through his wrister. He can wait too long to make his play, putting himself in bad spots because he’s slowing things down too much and he’s not a skater who’s going to burn anyone. But his ability to read through coverage and find his teammates with backdoor plays at a high level helps to mitigate against some of that lack of pace. As does his feisty disposition, which sees him involve himself in the play and compete for his space. He can make plays from the perimeter as a plus-level passer and handler who’s not afraid to shoot the puck from anywhere in the offensive zone. I worry he’ll top out as a bit of a AAAA guy, but he remains a relevant prospect who is still just 20. I’ll be interested to see if he can knock on the door by 23 in a way that Raphael Lavoie finally has (they’re completely different players, but followed similar statistical trajectories).
