i have dug deeper.

he doesn't even have internet (which i should have figured since he doesn't even have cable). he uses the computer to write letters to his aunt (surely dead), puts them on a thumb drive, brings it to work, (it gets even better here) prints it out, and mails it to her.

but says he doesn't want a laptop and he's so stubborn he won't even use a gps because he's afraid of something or other. and he spends at least 50% of his day driving to our different buildings, motor vehicle stations, and the post office, etc. so he just drives around angry and lost. he tried to download waze once but gave up on it.

we have to talk the man into buying a laptop. but how?

in his case perhaps it would be easier if he got a chromebook, if he's able to use the basic functionalities of a smart phone then it shouldn't be too complicated to get accustomed to it.
