Yeah but at the same time it's normal to punish a guy more if he meant to injure the other player. But it's not easy, you're not in his head and it happens quickly - Fredo
which is why intent shouldn't be considered at all imho.

not sure why you would want to try to measure something that isn't actually measurable, but okay, bygones. |

any snow for you guys on the horizon? I wonder if we're gonna have a white christmas or not... - Pat1993
kickbro is all over these kinds of things. dude loves the weather. yesterday he texted me screenshots to let me know that there was a 40% chance of snow last night between 1am - 4am and then again after 4am with little or no accumulation, and a 70% chance of snow tomorrow morning before 7 am before it turns into rain with little or no accumulation expected. |

Meh.
If someone clips someone in the face with a high stick while making a play vs swinging a stick at someone's head, seems pretty clear which is intent.
Are there grey areas in some cases of contact?
Sure.
There are hits that may lead to incidental head contact (ie: player size plays into that) and hit to the head where the player follows through with a chicken wing to the head.
Seems pretty clear to me... keep your arm tucked in is the way to check, otherwise, there is an intent to do more than just deliver the check.
Regardless, I think having a standard checkbox/matrix (with a multiplier for repeat offenders) is a good way to start.

but if you're judging on the act alone, it doesn't matter if the player intended to do it or not, he still needs to be held responsible. I don't know what intent really changes about that.

Disagree.
You can try to make a check and just (frank) it up and hit the head.
Or you can try to check, hit while leaving the ice/jumping/lunging, and make direct contact to the head (or purposely target the head with a follow through).
You think both those should get the same consideration?
A matrix sets punishment standards.
I am for that... rather than this wishy-washy process that gives perplexing varied degree of punishments based on which way the wind is blowing that day.

even in the second case where you seem to imply that the intent was clear, I don't think it necessarily is, poop happens really quickly on the ice and even if it looks ugly it doesn't mean the player intended to aim the head. |

If you do not follow the rules of how to make a check (Skates on the ice, elbow/shoulder tucked in to not follow though to the head.. etc...), then you are purposely breaking the rules.
You can throw out 1000 examples, and yes, there are some exceptions, but at the end of the day, like a player is responsible for his stick, he should also be responsible for his check.
Good enough for me.

you can break the rules by accident, in which case you're still breaking them... don't think we're gonna agree on this, it's fine.

that is true for the holidays especially because if the snow is too high you can't see the lights on the bushes and stuff like that. |

Yeah, if you make what is considered a proper check (ie: did not leap, did not chicken elbow, etc...) and still hit the guy in the head.
Breaking the rules.
Clear difference in my mind.
Regardless, having a matrix of punishment standards with multiplier for multi-offenders is needed.... intent or not. |

Here is why I like snow on the ground...
It makes the days lighter / brighter and the daylight lasts a little longer with reflection. I find the dark days of winter taxing on the psyche and anything that gives me more daylight is welcome.
Even 3 feet of snow.
