I did some research, I think were royally fkd.

In order for a player to be bought out, they have to be placed on waivers. However, a player with a NMC cannot be placed on waivers, thus, without their consent, cant be bought out.

Edit, so with some more research, a player with a NMC can deny being put on waivers and go straight to the buyout process.
