You're looking at it wrong. There was one main storyline, and that was the Harry Osbourne storyline. Everything else was secondary to that one. If you're a fan of the comic books then you should know they needed to do at least one new villain, and everyone wanted it to be Venom. But in order to do Venom they had to obviously explain black spider-man, and that should take a major portion of the movie. So they needed a badguy for him to face as black spider-man.

Enter Sandman (hehehehehheheh I always wanted to say that). See how everything ties in?

Yeah I can understand that, but it was still too cluttered for the time it had, if anything they should've spread it out through two movies.
