He really is. He has an entire arc where he does all this crazy poop to find this thingy that will grant him one wish and instead of using it to kill Reed Richards, he uses it to get rid of his own conscious so he can be even eviler - like rip the head off a baby and eat it like an apple and not even care.

I also think Luthor > Joker. I spent like my entire Sunday thinking about this because I was hungover.
