Baking soda is pure bicarbonate, powder has cream of tartar (and something else, I forget). They both leaven bread, but powder has less of a bitter taste to it, if you're baking something where the soda wouldn't be countered by an acid in the recipe - say, lemon juice or something, you use powder.

b powder has b soda in it along with acidic stuff that activates the soda

b soda by itself will need an acidic element in the recipe to activate it
