It's the combination of nuclear weapons in the submarine fleet, the air force, and in hardened launch sites.

Makes it so that no matter what you do to the states, there's still a way for them to (frank) your poop up with nukes. Submarine fleet alone can leave the planet inhospitable... and the location of those submarines is confidential.

Then you've got the crazy ICBMs, that can carry multiple warheads each, with the ability to deploy them against different targets... which are guarded by security so tight that a pizza delivery guy got inside one to wake up the (lone) guard who had ordered a pizza.

And then you have the old-as-poop b52s that have been known to break apart mid flight and drop nukes in populated areas.
