It's more a matter of not being competitive, never playing a game that matters (for them).
In their heyday they had plenty of good teams that didn't make the playoffs, but they were fun to follow because they were right in there every season.
Kinda like the Flyers with the exception of ... er ... a recent season. |

One that happened 2 weeks ago on RAW was when Wade Barrett dislocated his elbow and you could see the ref give the crossed arm signal indicating a legit injury.
