They don't understand the term 'rebuild'. It implies you stockpile better quality assets through the draft. They were supposed to do that when Burke first arrived. They were all prepared to suffer through a couple of lean years, and then he goes and trades his first rounders for Kessel. Hopes are raised, they're on their way, that didn't take long, and....oh crap.

They're stretching to achieve mediocrity, which will only perpetuate their misery for decades to come.
