agents usually recruit their client bases based on scouting. they sit in arenas for long, long hours when they start off and have to evaluate which players could pay off and then develop them much in the same way a team would. The top agents have smaller agents doing that for them so one could say the jobs are actually very similar.

I think it's more a case-by-case evaluation of the individual...the guy knows hockey players...and sometimes they even recruit them prior to junior...

A guy like Gillis is doing ok in Vancouver...Maloney doing ok in Phoenix. So it's not a given that he'd be a good GM, but I wouldn't rule it out either.
