absolutely.

I think there's been a couple of situations that led to the scrum's. On was Karlsson being targeted on Ottawa. And the extreme frustration of the Pens as a team. So I don't really think it was anything premeditated by teams.

What Boyle did to Karlsson was exactly the thing Boston (Marchand iirc) did to one of the Sedins last year. Boyle skated right in and grabbed Karlsson after the whistle scrum near the goalie and speed punched him. That to me looked premeditated, an attempt to shake up Ottawa's star young guy.

And then the refs do nothing on the play to Boyle, so the Sens take things into their own hands the next game.

At the very least, if he had given Weber 1 game to sit, he could start sitting players for some extended periods without looking like a hypocrite.

The punishment is way more severe then the crime committed.
