Public Education: Problem is motivation. Millions of kids aren't motivated to learn. Weather thier parents do properly movtivate them, Parents dont know what properly motivating is, or the kids just dont give a poop.
See, a lot of kids have an xbox and thier own computer and a tv in thier room regardless of thier grades, OR regardless of thier parents income levels. So they never see the correlation between hard work, knowledge and happiness. Also the parents think they are doing thier kids favors and "loving" them by letting them be lazy and unmotivated.
I went to a public school where some kids went on to do great things, some kids were middle of the road and some were absolute failures.
To further talk about the player bonuses available on the ELC:
There is Schedule A -- payable by the clubs.
This includes bonuses for reaching ice time, goals, assists, points, points per game, plus minus, nhl all rookie team, nhl all star, nhl all star game mvp
Any individual category cant exceed 212,500. So for example, they can set a bonus of 100,000 for 20 goals and then 112,500 for reaching 30 goals. Or 212,500 for 25 goals.
Also, the maximum to paid out under Schedule A bonuses is 850,000. So any combination of any bonus being paid out above cant exceed that.
There is Schedule B -- payable by the league, or league and club.
This includes bonuses for reaching league wide trophies (there are different pay scales for finishing anywhere from top 3 to 1-5), finishing top 5 or 10 in certain stat categories.
If a player reaches any of these bonuses, they will be paid by the league automatically. Additionally, the club can also negotiate with the players to pay out, not exceeding $2 million, upon reaching any of these types of bonuses.
This is the reason RNH has a $3.7M cap hit or whatever it is, and why, im under the assumption the Sabres have and do not negotiate Schedule B bonuses and Grigorenko will be a 1.775M cap hit
