Correct me if i'm wrong, and this may not apply to professional levels, but aren't referees and officials hired as a "sub-contractor"? Basically, they are not paid by the NHL directly, but the NHL pays a referee group to supply the referees.
I feel like the suspension department would be more consistant if this same group was hired by the NHL to review such cases and give a suspension fitting for that crime.
Possibly then, the NHL Department of Player Safety can add an additional game or two on for repeat offenders if desired.
