Hi Paul. USA Hockey has, or had, an application manual (I think that's what it's called. It's been a minute or two since I officiated.) Most people don't realize that, for USA Hockey at least, there's the rule book which defines the infractions and consequences/penalties, and the manual to describe how and when to call infractions. Does the NHL have a similar manual? If so, is it available to the general public?
