Guessing it is part of the agreement between leagues that prevents one ownership group from stealing players from the other league. Making it at least appear to be entirely the player's intent.

No buyouts. Flyers need to punt completely on next year and have as much cap space as possible for 25-26. Trade one of Laughton or konecny this summer to get compliant. It’d be better if MM weren’t around but what are the flyers gonna do if he wants to be here they have to accommodate.
