So you see no problem with the inconsistency, since it is the Ref's option to pick it up?

Found this old post about broken stick rules and thought I’d post here:

In a recent game, a player broke his stick near the bench. He then picked up the stick shards and removed them and himself from play as another player replaced him on the ice. He was called for playing with a broken stick on this play and given 2 minutes.

As he was not part of the actual Hockey play, is this the right call to make? The NHL rules seem to indicate that the player needs to be involved in the play to be assessed a Penalty.
