This is how I see it.

The offensive thing to me is how in situations like this people wanting to get all offended act like the girl is some unwitting victim with no agency of her own.

She obviously agreed to pose for that shot. So she thinks its fine. Just like models think its fine to be photographed with a similar amount of covering on a regular basis.
Save your outrage for situations where it's really warranted.
