The scouts are in charge of drafting, the GM is in charge of scouts (who the are). Gillis' failure was not addressing an underperforming department, and Bennings success is.

I agree, I really liked some of the things Benning did.
I liked the Kesler, Sutter and gudbranson trades.
Didn't like most of his UFA signings.
Liked his drafting, outside of year one.

Because it would have started before Benning took over, instead of this year. The Sedins might have even had a chance to play for a good team on their way out instead of the trash they dealt without the last couple years.
