Forget about Quebec, NHL needs to move 2 more teams into the greater Toronto area to capitalize on that money. That providence is the size of Spain supporting 1 team, where most other areas are a quarter the size and supporting at least 2 teams.

Add 2 more teams and people will be buying tickets and merch for all of them just to see who wins a cup first. That's win-win for everyone.

The only two GMAs that have more than 1 team are LA (18.7 million people) with 2 and NY (20.3 million people) with 3 teams. The Toronto GMA has 5.9 million people so I'm not following your logic, if any.
