Kadri is not a star and plays for the Leafs,......Kucherov is a star and plays for the Lightning....that's the difference.

Kadri threw his hit in retaliation to two huge players trying to kill Marner.
Kucherov's move was more of just a hockey play as hockey happens. There is a difference. If the refs had called the elbow to Marner ...

The Jackets get no respect from the DOPS and Gary Buttman. In the playoffs last year Tom Wilson laid a head shot on Alex Wennberg (concussion), and Panarin also took a knee-to-knee hit. No real enforcement on either on.
DOPS' enforcement attitude for the playoffs is borderline "alls fair". Also, considering they have no fine/penalty structure, you never know what type of ruling they will vomit out of their mouth.
Something like:
Star player committed foul - fine or 1 game max;
Star player was hit by non-star player - immediate 3-10 game suspension;
Big market/original six team committed foul - minimum fine or 1 game max;
Big market/original six team was hit by small market team - max fine, 3-10 game suspension;
