He could try the same thing when there's snow falling or an accident. When there's an accident on a bridge in Montreal you just take another bridge. Here you're (frank)ed. The fact both bridges are at the exact same spot is also pretty bad (and one of them is over 100 years old and won't be there for another 100). Building one East would also allow people to go around the city when they don't have to get there. It's always easy to poop on projects, harder to come up with better solutions.

3rd bridge would also allow for public transport from the South shore to the North shore. Right now this is impossible to do with the current configuration.
