Serious question - Do players really wear no-contact sweaters for OPTIONAL skates? They aren't practices and likely wouldn't include any contact anyway. Right?

Yes, anytime a player is declared for no-contract by the team's doctors they must wear a no-contact jersey regardless of the level of practice.
