I said he was part of a group that was involved in physical and sexual abuse of minors.
And yes, I'm saying that even if he didn't participate in the abuse - by not acting to prevent that, he's partially responsible as well.
I would argue that the biggest difference in opinion between myself and most on here is that the others feel that 15-16y olds do not know / should not be held responsible for not having a proper ethical compass. I disagree.
