Big countries (ie lots of people within same borders; Brazil, usa, India, Mexico, Russia) have much more issues with dealing with covid than smaller isolated countries (e.g. Iceland a good example of that).
Virtually all non Asian governments were - understandably imo - very late in their response to the first outbreak; let's evaluate countries on their "performance" Sept20-March21.
Even then, hard to compare countries due to lots of differences that can impact a lot on outcomes.
I don't think a lot of countries have prepared well for the 2nd wave (e.g. lack of proper capacity for contact tracing) so it'll hugely depend on sheer luck how countries will do

Remember when they announced that Kushner was putting together a high powered team to work on testing. They actually did and pulled together an impressive group that came up with a detailed plan that went to Kushner and Trump and then died.
