But he was always well above a + player in terms of overall impact
His WAR and GAR from what I recall were always excellent and he had the counting stats to go with it.
Don’t get me wrong I’m sure he probably needed a change, however I don’t think you can earnestly say removing him made them better as his most common line mates pretty much tanked the moment he left
By all the numbers his on ice impacts were universally positive

He sure was. And yet the team with Eric Tulsky traded him away for essentially peanuts.
tulsky gave an interview earlier this year where he implied that a lot of public analytics are very good, but that a lot of the stuff from five+ years ago tended to lean a little too heavily on shooting metrics, inflating the impact of guys who shoot a lot without context.
He also said that PDO is a bit overblown too. There's a lot more grey area than it just being a measure of "luck."
Said public data out there is like flicking the light on in a room and taking a snapshot of what is happening at that exact moment 300 times per game, and what they're trying to do internally is flick that light on 3000 times per game instead.

My initial disagreement is you inferring Skinner was a reason they didn’t make the playoffs
That just doesn’t fit in the reality of what actually happened.
Up until this season, there has been nothing in the underlying numbers, or raw numbers that would lead to any indication he had a negative impact on his teams

It was one of the first moves made under the new "General Manager By Committee" structure that Tom Dundon put in place. There's a decision making process that goes through the Analytics department, the coaching staff, everybody.
Waddell's role is essentially to gather feedback from every part of the organization and, if there's consensus, pull the trigger. The only person who can overrule the group is Dundon.
You're right that the statements are basically just conjecture. But Tulsky has been heavily consulted on all the decisions made for years now.
Forwards need to start pushing a little harder to get back. 3rd man coming into the zone for Pittsburgh is been free a few times. Kinda what the Sabres did back in 2006.
