The acquisition of Tim Thomas will only cost the New York Islanders a draft pick if he actually reports to them. In other words, if Thomas doesn't play, the Islanders don't have to give up a second rounder. The question now is if the Islanders will toll his contract in the hope that he decides to play in the 2013-14 campaign. As it is, the odds of Thomas returning this season are slim to none.

Yes, but it'd be pointless to buy him out for the Bruins. Still have to carry his cap hit for this season and this is the last year of the deal. He's suspended by Boston, so he's not getting paid at all.
The Isles are basically taking on a $5mm cap hit, but not paying the guy a cent, and they can toll the contract and carry the hit an extra year if they need to reach the floor or if they find a trade partner for Thomas(assuming he returns after this season) |

As I see it, it's really not. It's really no different then a player on a 35+ deal retiring, and having to carry the Cap hit. This is another one of those unforeseen loopholes. The NHLPA might not like it, but they benefited for years with players getting paid money outside of the system, with front loaded deals that saw a players Cap hit much lower then his salary.

Because it's an obvious salary cap circumvention. There's clauses in the CBA that allow the commissioner to void any trade or contract that is a blatant attempt to circumvent the salary cap or floor.
That's why the original Ilya Kovalchuk deal with the Devils got rejected and the Devils will forfeit a first round pick either this summer or next. |

It's a floor circumvention by the Isles. They're not paying Thomas, he's suspended. If he doesn't play for the Islanders, the Bruins get no pick or other asset. The commissioner has the ability to step in an nix the deal.
I doubt he will, for the reasons you state. This helps two teams and one very powerful owner. |
