I have to admit though in real time that looked like a shoulder to the chin and I got really worried really fast. Those are the worst.

Didn't leave his feet or anything. It was shoulder to shoulder. It was a clean hit that was I guess roughing at worst

We can't speculate intent. Only the player can.

We can sit here and say things like "well it didn't look malicious because he didn't leave his feet" and things like that but in the end we really don't know what his target was.

Hell the game's so fast, you don't really end up targeting anything except the damn body of the player

I wanted a penalty called. You run like that at my star player and I'll be screaming at that ref for a penalty. A match penalty though is a bit overkill.
