Us offer-sheeting Nashville shows that you cannot OS teams with cap room, even though they don't want to spend to the limit, because they will find the money to keep the player

The Penguins have $3.5 in cap space and have only 15 players on their roster, per @generalfanager.

I dont have faith in Rutherford building what the penguins really need: a balanced team. Im sure they will still be competitive next year with all their talent, but right now they dont have the depth to challenge for the cup and they have limited cap space to acquire more talented depth players.
