Leaving it up to them on ice at the moment isn't working - who did Buff try & decapitate - Miller?? Did he get a game misconduct for that? Should he have?

Dirty play and they can pay the iron-price (as well as whatever other penalty/major), no instigator penalty (the dirty play instigated it).

Clean hit and the instigator penalty should stand if not be harsher. If it's a borderline hit and they need to take a second look to determine whether it's dirty or clean before applying the instigator rule then that's fine.

Refs should be tossing them in the box for attacking the clean hit..is all I'm saying.

I agree with what you are saying, my point is there is a lot of gray area in what is clean and what is not. The best solution is what you said and that is to put it on the official to control the game. That is his responsibilty anyway.

I used those three examples because I was watching each game as it happened and felt all three were similar yet there is a wide disparity among people as to which were clean and which were not.
