Pretty sure by "game managers" they mean to keep the game on the same level the entire game. AKA having consistency to the calls on the ice. Something the league lacks very much. Maybe I just interpret "game manager" phrase differently.

this is - in my opinion the source of majority of the issues with youth hockey in more recent years.... officials who are either taught, told or assume that its their job to ensure the games are "fair" - and the interpretation of which they achieve making the outcome of the score balanced but do nothing to educate either kids, coaches or fans about how the game should be played.
