Are there rules in place for the draft lotto dealing with falling or rising in multiple years ?

I feel like the Canucks shouldn't be able to fall two spots after falling last year and teams like the jackets and jets shouldn't be able to rise this year either

I don't believe they have made any such provisions. It's entirely possible, the Oilers will barely miss the playoffs and win the lottery again next year...

He's still in college, so he isn't allowed to sign. I imagine they will sign him as soon as the college season ends. If it's early enough they'll try to coax him by burning the first year of his ELC. In all likelihood, the UND season will be longer than the Canucks season...

To me teams shouldn't be able to continually go one way or the other via the lotto
Allow van to only drop 1 at most ...and vice versa with Cbj and jets

Yeah, that's a stupid rule. Teams should have the same amount of time to sign a college draft pick from the moment their final college season ends as they do players in the CHL, and if those college players don't sign they should go back into the following draft.

Maybe he is trading JV (Storm was right) and Benning didn't want him around the team
