IP bans are about the only way they can try to ban a given person but those only work if you use a static and visible IP. Given that he's a young person on the internet, you can be confident that he's aware of ways to mask or regularly change his IP address. This is why there's no way to really stop him aside from banning every new account that pops up.

He only really frequents this board. Give someone that participates in here the power to ban his alts with the condition they won't ban the others without the consent of one of the sitewide mods. And I was suspended and served my time for said infraction. I did not make an alt to get around it. I did the crime and was willing to serve my time. Yet if you had served your time for your causing of the purge, I never would have said such words causing my ban. Maybe you would have learned and grown as a person.
