I have no idea if they use cap hit percentages, or not, that is something none of us will know, unless we work for an nhl team.

There are 32 number one goalie spots in the league... Marky's stats this year and last are starting goalie numbers. Is he going to be that guy that wins you games all by himself like Luongo? Nah, most likely not. But he's giving this team above average (for starting goalies in the league) goaltending on a team not known for its defensive prowess.
